First, get the file:

where X.Y.Z is the AngularJS version you are running.
Then, include angular-cookies.js
in your HTML:
<script src="path/to/angular.js"></script> <script src="path/to/angular-cookies.js"></script>
Finally, load the module in your application by adding it as a dependent module:
angular.module('app', ['ngCookies']);
